Financing for Water Efficiency Improvements

Interested in water-efficiency upgrades to your home or business? The Property Assessed Clean Energy (PACE) program may be an option.

PACE is a public/private partnership that allows property owners to finance efficiency upgrades through an assessment on property tax bills rather than incur large, upfront costs. The upgrades can include energy and water projects, and are applicable to residential, commercial, agricultural and industrial properties.

The PACE program started in California in 2008 through AB 811, which called for financing for renewable energy projects. Subsequent legislation expanded eligible PACE projects to include water efficiency upgrades. Property owners pay back the funds that are used to finance their home improvement projects as a line item on their property tax bill. This assessment shows up as a lien on the property.

There are a variety of water-efficient upgrades available via the PACE program, including artificial turf, irrigation systems, high-efficiency fixtures, and more.
